The government's cracking down on the commercial fishing industry after stark revelations about illegal dumping.
The most comprehensive study of the sector to date shows almost three times as much fish is being caught than what's reported.
Much of it is being illegally dumped, and the government's responding by increasing surveillance.
It plans to fast-track the rollout of electronic monitoring equipment and cameras on all commercial fishing vessels.
The government's also reviewing its fisheries management system, with a view to publicly announcing recommended changes later this year.
